State Law (Regulation): The Illinois Department of Financial and Professional Regulation (IDFPR) mandates fingerprinting under the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. This ensures all applicants undergo a criminal history check before being licensed to work as security personnel.
Criminal Background Check: Fingerprints are sent to the Illinois State Police (ISP) and FBI to check for any disqualifying convictions. A name-based check isn’t enough—fingerprints reduce errors from similar names or incomplete records.
Public Safety: Since security officers have direct contact with the public, businesses, and sensitive environments, the state wants to ensure that people working in the industry don’t have criminal backgrounds that pose risks. 
Employment Eligibility: Employers can’t legally put someone to work in an unarmed or armed security role without a valid PERC card. Fingerprinting helps confirm that the applicant is legally cleared to work.
